Are not all the atoms radiating signals that are very constant? Why use a signal from a rare element? Its simple logic that confusion is designed into the system for security reasons weather or not that makes anything secure. Sorry about the milli/micro error.

So lets say cesium is the best and in fact the only element that can be used for the GPS and get back to the real issue. As you say there are other ways to design it. Maybe there are ways it can be improved
